CLARIFICATION ON THE SUSPENSION OF SECURITIES TRADING

[Translation] Ref. PDI.B.02.20/99 24 February 1999 To : President The Stock Exchange of Thailand Re. : Clarification on the temporary suspension of the company's securities trading With reference to our letter sent earlier, ref. PDI. B.02.18/99 of 24 February 1999, we would like to inform the SET that, in the afternoon of 24 February 1999, the company has received a letter from Western Metals Ltd. (WML), a foreign investor in a private placement for PDI remaining 81,630,442 shares, stating that WML has rescinded its share subscription agreement signed on 7 October 1998. The company's application for a mining licence with respect to an adjacent deposit to Mae Sod mine is progressing according to the Government regulations. However, WML has reasoned that the time taken before the licence is granted will affect its investment in the company. In this regard, PDI's board of directors will have an urgent meeting for internal consideration on the matter. Thereafter, discussion with WML and the creditors will be held for the company's future course of action. It is hereby requested that the SET consider the securities trading suspension as deemed necessary. Your truly, - Signature - (Brett T.
